If you get a Notice of intended prosecution for speeding and they spell your name wrong, is it true that you can appeal and not pay???

No, it is classed as a minor administrative error.

Unless it is so extreme that it in now way resembles your name.
You have to pay up, just because they spelt your name wrong the car still belongs to you and registered at your place of residence.
