what is the law against parking a large caravan in a cul de sac. on the road, not in a drive way. is isn't registered to the owers cars and isn't attached to any. and he parks behind it cuasing problems to neighbours trying to drive in and out.

Where I live here in Stevenage there was some parking bays installed for private cars. Next time you look you find them with caravans in them. When we moved in here, one of the rules on the rent book was, No caravans in front gardens.
It certainly seems to be against the law:

The street is not a caravan park
Any parking, other than loading or unloading or because you are waiting for repairs following a breakdown is against the law
Caravans may not be covered by insurance when parked on streets
It against the law to park on the street at night without warning lights and you should always ensure that you park the caravan with the reflectors facing on-coming traffic
illegal to park on the street without warning lights!!!!

I think it probably means reflectors

You need a permit to put a skip on the road, and warning lights around it at night.

Yes it does - my point being that non vehicles such such as trailers/caravans parked in the street is committing an offence of obstruction under Regulation 103 of the Road Vehicles (Construction and Use) Regulations 1986.

Don't forget a motorised vehicle must have road tax and insurance to legally park in the street - such tax is not available for caravans.
