A friend has recently moved into a house with a parking bay outside their house and the three houses either side. They all have dropped kerbs outside their driveways with no kerbside markings whatsoever. Are cars allowed to legally obstruct their access into and out of their drives as there are no signs or anything else prohibiting this?
Unfortunately there is a parking restriction against parking beside a dropped curb. Look at the code on the PCN and check exactly what the "offence" was.
I'm just learning to drive and my instructor told me not to park in front of ANY driveways, though she hasn't said if this has to be dropped or not, or if its common courtesy if they're not dropped. i'm seeing her tonight so i'll report back! i've the understanding that access can't be blocked to your driveway at all...?
A lot of the highway code is not the law - it is advisory only.
However, the offence is unnecessary obstruction or wilful obstruction. Getting the neighbours Fixed Penalties will no nothing for neighbour relations.
I would tell your friend to start going out randomly late at night and very early in the morning, necessitating getting the neighbours up to move their cars.
