Does driving without L plates invalidate your driving licence or just your insurance

Can a police officer seize a motor vehicle for 'not having a valid drivers licence' when the person produced a provisional licence and was being supervised by a qualified driver. Yes the L plates were not being displayed and points were received for the offence, but does this invalidate the drivers licence. It is important that someone can help me on this matter and which legislation states this as i cannot find it.

Section 87(1)1 of the Road Traffic Act 1988, as amended by Road Traffic Act 1991.
Failure to display 'L' plates satisfies the conditions for driving "otherwise than in accordance . . . "
Section 165A of the Road Traffic Act 1988, as amended by the Serious Organised Crime and Police Act 2005, empowers police officers to seize vehicles that are being driven in contravention of Section 87(1) above:
