Consultation Period for Roadworks

If your local council are planning major roadworks that affect you directly, do they have to (by law) have a public consulation period (or at least give you a certain amount of notice)?
Where I live they are planning to close the end of my street for 3 months and because they have already messed the roads up so much by making them 1 way or whatever, there is only 1 option to get into the road which involves a 15 minute diversion. Work is due to starts on monday but they only put a sign up yesterday. are they allowed to do this?
they say they sent leaflets round but neither me or any of my neighbours have had one, although someone who lives 3 streets away (and is not directly affected by it) has received one. The map on their website showing the plans even omits our street completely. Its like we don't exist! help!

They should have put an advert in your Local paper to prior warn about the road works + diversion.

They have to give 28 days notice of intended works, as TWR says, usually by putting an ad in the local paper. They may do a 'letter drop' to affected houses, but there is no requirement to do so. Wait and see what the works entail; you may find that on most days you can use your normal route...they just cover themselves for the total period. I work on road works all the time and can tell you the best thing to do is go and have a chat with the blokes actually doing the job...we are very accomadating!
