If you have loops already, then Acid (formerly by Sonic Foundry, now Sony) is great. It's strength is it's instant loop syncing, where loops of different BPM's can be brought into time and pitch with each other automatically.
If you want to add synths, then Fruity Loops might be preferable, although this doesn't have quite the same way of working with loops as Acid. It's more for drum/synth programming from scratch, although having said that, it's very powerful and ultimately capable of all that Acid can do and more.
Another prog, similar to Acid, is Ableton Live, which is very good also.
All the above I like because they offer the most instant gratification of current software, meaning you can get a track sounding half OK quite quickly.
