please somebody name this tune

ok i am realy going nuts about this, the tune was popular in the clubs in the early 80s,

it starts with a clanging intro, that could be a glockenspiel, xylophone or tubular bells then dips into a basey dirty electro pop slow groove then is cut every so often with what sounds like a male voice though a vocoder making it sound robotic, the voice sings 8 words wich ramp unfortunately i cant remember the lyrics the title or the artist.

i can tell you its not hyperactive, 19, i thought it was you, electric dreams, thanks to those who suggested those, but i have them already its definitly not them.

please someone out there must know this tune, its been driving me insane for 20 years at least.

A wild guess at "From here to eternity" by Giorgio Moroder. Might be a bit early to fit your criteria.

something by krafterwerk maybe ? altho i cant think of a song by them that fits what your asking.
It sounds like it could be "Genetic Engineering" by OMD The chorus is" Babies. mother. hospital. scissors.
Creature. judgement. butcher. engineer." which is said using a Texas Speak and Spell toy (from memory) and that could sound like a vocoder.
