If there's no crackling it's your phone that's at fault.
If there's still crackling and there's a horizontal line across the middle of the socket, undo the two screws and pull the bottom plate off. Inside you'll find a test socket. Try again using the test socket; if the crackling is still there it's definitely a line fault.
If you've got a line fault, report it to your phone provider. If that's BT the number is 0800 800 151 for residential customers (or 0800 800 154 for business customers). Alternatively report the fault online here:

Might just be worthwhile changing the ADSL filter, if you have one, as well. That's the thing that came with your broadband router and fits between the phone and the socket.

Is it crackling ALL the time, or just when your router/computer are switched on?
Try switching them off and if your phone is then ok, then SeaJayPea is probably right about the filter. It happened to me a few years ago, and I bought a new filter from my local pound shop, problem solved, in my case.
(Although it didn't cost a pound)
