BBC DVD advert

I heard this song which I've heard before on this Bottom DVD. It's on a BBC advert at the start of the DVD, promoting a range on comedy DVD's. It sounds like a group like Suede or around that period. Some of the lyrics go along like : "it's the right time, it's the right time, it never changed".

Can you tell me which song it is and who it's by. Cheers
