You will need a specific genre and time frame at least, and then maybe you'll get some views, but that's all they are, the 'best' is a viewpoint, not a fact.

Joking aside, for all his comedy persona, GF was a seriously good technical musician, as anyone who plays banjo will tell you.

It's funny how some famous people are seriously under-rated for their musical skill, except by people who actually know what they are talking about - another example is Ringo Starr, revered by any drummer who understands the innovation and technique he made look so wonderfully simple.

As far as musicians go, then imho, Mark Knopfler must be one of the best guitarists ever. Then again, my daughter when aged about 13/14 once said to me when I said who is that "It's only the best guitarist in the world, Brian May". I've never let her forget it !! Happy Christmas fellow ABers !!
