I think it really depends on whether you bother to listen to the words or not and, if you do, agree with the lyricist's sentiments that the bounds of the British Empire really should be set "wider still and wider" making more of the world ruled by the British.

Elgar's tune is decent enough, I suppose. I can't stand the words, personally. Neither could Elgar, so they say.
