A scrub in U.S. slang, is also a novice or newcomer, as in a first-year student.

But in the song, TLC sing about how they don't want a guy who's full himself, doesn't have a nice car or doesen't have any material possessions. A guy who never thinks about what the girl wants; just what he wants. They don't want to give a "scrub" their phone number and they don't want the "scrub's" number.
