Anyone Know This Artists Name From The Description?

I am going to describe a music video I saw of this artist but I completely forgot her name, can anyone figure out who it is from the thing I remember in the music video?

It is a woman.
She has blonde hair.
She is wearing a long red dressin the video.
The song is clearly a catchy hit maybe a little cheesy.
She spends a bit of the video dancing and singing under an arch and a fountain, in a hot country on a hot day, might be rome not sure could be UK summer.
Cobbled streets and grand old concrete building.
Looks like it is from the late 90s early 2000s.
Think she might have a mole.
She had a few hits I remember youtubing her after but this was years ago.
She is touring and is quite famous but quite forgotten.

Can anyone think who it is. Sorry the description is vague that is literally all I remember.

Been through all the comments and no it is none of them. She has blonde hair is wairing a red dress in the video and is singing under an arch and next to a fountain on a sunny day. In is the 1990's. She was only really famous around then but now she just tours she had a few hit songs.

She is less famous than madonna and kylie yes. I would compare her to the corrs. You know a few hits and people have heard of them but not hugely famous and still tour.

Well whigfield had one cheesey song Saturday night in the 90's.
This one's less cheesey and she's wearing a long red dress although it's in the mountains not in a city or old town
