A matter of personal perception rather than a set-in-stone fact I think. I loved the 70's - it was my decade, and although stylists said it was the decade that would never be re-visited, of course it has been, with interesting results. I discovered how rose-coloured nostalgia is - modern 'theme' bars use aspects of sound and dress that were around, but they make them appear far more 'concentrated' then they really were - we're talking teenage fashions and culture in an overall world environment that completely ignored it - as the world always does. I personally feel that the eighties had much less of a definable identity about them - there were no real major musical inovations, apart from the takeoff of dance music, but that relied far less on style and image, so yes, the 70's were 'naff' but I happen to see that as a distinct advantage. Funny how my kids walk round in the kind of flares I wore, and they howled with laughter at pictures of me in those heady days. Still waiting for the return of the flowery-patterned-Ben-Sherman-shirt-with-the-striped-tank-top fashion combination, which seems to have got lost somewhere .....
