It sounds to me like "Last Train To Trancentral" by KLF. If it's not that one then it is certainly one of the other two from "The Stadium Trilogy": "3AM Eternal"; or "What Time Is Love". It's unlikely to be a sample from anywhere else as the KLF recording session singers for a lot of their work for the "White Room" album and in the years prior to that whilst recording under various different guises. I'd check definitively for you, but all my CDs are cased up ready for DJing. Sorry, but I h ope that helps.
