Technically, probably Django Reinhardt who, despite the lose of two fingers, still made playing a steel-string acoustic, they have fiendishly high actions, sound like falling off the proverbial log.
For modern electric guitar, Hendix or Page.
For classical interperetation I'd go for Julian Bream, but for classicall technique, I'd go with John Williams.
For sheer inventiveness and pazazz - Jack White.
The list goes on, ane veryone's will be like mine - personal choices, because there is no 'best' in the true definition of the word.
