he is with joan baez on the cover of the freewheelin bob dylan in 1963, it aint me babe is from 1964, i think it's a safe bet its her.

So - didn't like my answer last time then? Seems treaclefight came to the same conclusion as me, although I would say he sang it about her rather than to her.....Joan does a fair redition herself on one of her early albums.
