Bad Radio Effect

Not too sure if this is the right topic to post this question in.

I'm after some software which can process WAV files to give them a tinny bad radio transmission sort of effect.

Anyone know of anything that can do this? And Where would I find it? Cheers.

Why? I'm trying to achieve the same effect you can hear on Portishead's "Strangers" 29 seconds in, or the same sounds as you can hear on "The Conet Project" recordings.
