it was written by Dave Pirner, Soul Asylum's vocalist/guitarist.

If you search the net you will find many references to Tom Petty & The Heartbreakers having sang Soul Asylum's "Runaway Train", which AFAIK they never have.

However TP & TH did release a totally different track entitled "Runaway Trains", written by Petty and Mike Campbell and found on the 1987 album "Let Me Up (I've Had Enough)".
