If you mean "I will always love you" as wailed by Whitney Houston, it was written by Dolly Parton.

If this is in the wrong section and you mean the really sad picture book about the boy whose dog dies (but he told her every night "I'll always love you"), it's Hans Wilhelm.

Assuming you do mean Whitney's version (did we ever find out who Yahoo is, she wil always love him it seems!) it is indeed a Dolly Parton gem, and her version is excellent, but the definitive version is by Linda Ronstadt.
