First step is to make sure you have plenty of money to start the label with. Many labels come and go very quickly due to financial problems.
Where do you intend to find acts to record on your label ? Are they going to be local bands ?
One important thing is CONTRACTS. When you and a band go into business together, do not have a friendly agreement, ensure you have terms and conditions. There are standard contracts which may seem bulky, but that is the best way so that every possibility is covered. Find yourself a solicitor who knows about music business contracts.
I think the best thing to do is try and find work on a small record label first and get a good understanding of how they work first. You would not become a plumber without spending time learning how to do the job. To start a record label, baring in mind you will be fronting up loads of cash to set it up, you must seek good advice from people in the business and legally before you start.
