A 15 minute (approx) overblown epic, with vocals by Jon Anderson from the 1981 Jon and Vangelis album of the same name, released on Polydor. Basically it's an ode to vintage movie stars and black & white films and ranges from inspired to embarrassing.
I think the Mr Cairo 'film' from the title and the story are entirely fictional ie it is not a real film and was created for the purposes of the song, but the actors mentioned and perhaps some of the samples are real enough

No, the Mr Cairo referred to is the character Joel Cairo from the film The Maltese Falcon as played by Peter Lorre, his friends were played by Sidney Greenstreet, Elisha Cook jr and Mary Astor.

A long time since I've listened to the song, but it does contain samples of Peter Lorre's (or an impersonators) dialogue from this film/.
