it's got to be Surfin' Bird. Originally by The Trashmen, I think, in 1963 (credited to White, Frazier, Harris, Wilson). I have the Ramones version, but it's been done many times.
Its called - wait for it - Papa Oo Mow Mow! The original was by the Rivingtons in about 63 - British (I think) cover version by the Sharonettes on the Nothern Soul tailor made/pressing label Black Magic in 1975 - also version by Gary Glitter. have seen it said that it's not quite as nonsensical as we might think, but is about the Mau  Mau in Kenya

Actually, I think it's "Elvira" by the Oak Ridge Boys... chorus goes:
