Jane Taylor composed that song. At least that's the only person i have found in context to Twinkle Twinkle Little Star. Note that I am Norwegian, so if this answer is as stupid as claiming France belongs to Italy, please send me an e-mail, so I can shoot myself..
In my elementary piano book, it was called "Ah! Je vous dirais madame", (I think) and the tune was by Mozart, aged 6 or some such. As for the oh-so touching lyrics, "how I wonder what you are", etc... I'm afraid I can't help you.
I know that Twinkle Twinkle Little Star was penned in Colchester, Essex, England, by a lady resident whose name I don't know - maybe it is Jane Taylor ! Colchester has another claim to fame similar to this: Humpty Dumpty relates to a large cannon used by the Royalists in the English Civil War. The cannon so named was mounted on top of a church, and fell off eventually during the siege of Colchester by the Parliamentarians Hence 'all the King's horses and all the King's men not being able to put Humpty together again'.
I also heard that Mozart composed the tune, but where the words come from I have no idea.
It was definintely Mozart (at the tender age of five, I believe.)
