I suppose the writers of that song "borrowed" some of the melody from Conti, and the Robbie Williams tune also borrowed in turn from "I Will Survive".
As for why they do it, maybe they just liked that particular bit of melody and it worked better than one they could come up with. It's nothing new. Songwriters have been borrowing each other's melodies for years, some without permission! Look up what happened to The Verve when they "borrowed" an obscure Rolling Stones instrumental melody...
