Definitely loose! If it's tight and the cat gets it caught on a branch or some wire from a fence they could strangle themselves or not be able to get free. It's best to have it nice and loose, so the cat can escape if it gets caught. The best collars have a little bit of elastic on them - that creates a bit of 'give' and makes them safer.
