Sandie Shaw had 3 - (There's) Always Something There To Remind Me (1964), Long Live Love (1965), Puppet On A String (1967) - Dusty only 1 (You Don't Have To Say You Love Me).

Soz I don't know the answer - but I know it's not Kate Bush 'cos she only had 1 number 1 in the UK (Wuthering Heights in 1978).

Petula Clark just missed 3 #1s =Sailor #1,1961,This is my song,#1,1967,her best song Downtown,only made #2
in1964.
Cilla also just missed3 #1s Anyone who had a heart,#,1964,You're my World,#1,1964 ,& You've lost that loving feeling got to #2 but was kept of the#1 spot by The Righeous Bros version of the same song.
poor Dusty who for me was the better singer only managed 1#1with You Don't have to say you love me.1966

Shirly Bassey came close with two number 1's and a 2 and 3 between Dec 58 and Jul 61 as did Helen Shapiro with two number 1's and a 2 and 3 between Mar 61 and Feb 62 but I think it was Sandy Shaw.
