the hole in bass drums...standard size?
is the hole in a bass drum in an industry standard place and a standard size?
or does it vary from brand to brand and size of drum etc?

im buying a decal vinyl for it you see...so was considering the design based on the hole...but should i just get a hole sticker and effectively seal the hole?
woudl that work?

No, a cushion in the bottom of the drum is simply to take the 'ring' out of the drum sound, and give it a fatter flatter sound - nothing to do with the hole, which is to allow a microphone to pick up the sound direct from the drum.
If you want a design on the drum skin, why not simply buy a new one, and have the design put onto it? Sealing the hole is really not an option, it's easier and cheaper to replace the skin.
