It's just the same as the way that newspapers write their headlines. If you see "Capital Brought to a Halt by Protesters" outside a newsagent's shop in Swindon it refers to problems in London. If you see exactly the same headline outside a newsagent's shop in Arbroath it refers to problems in Edinburgh. A reference to "this week's Number 1" on a local radio station in Ipswich automatically refers to the UK chart. The same phrase used by a local radio station in Fort William will (almost certainly) refer to the Scottish chart.

If you click on the link for 'Regional charts', from either of my links above, you'll see that the company which compiles the 'official' UK charts only produces separate charts for Scotland (and not for Wales or Northern Ireland).
Of course, the Republic of Ireland has its own chart, compiled by a different organisation:
