This gentleman refused to apologise to the parents of Robert and Christianne who died in Corfu. Was he right? I would like to think that in this situation I would apologise as it would be the right thing to do.

It appears callous, but legally, an apology on behalf of the company can be taken as an admission of liability, and that would open the company to a civil suit, which may still happen.
For the same reason, the company declined to answer questions in court, as is their legal right.
It is about legal protection, rather than morality.
I am sure as an individual, Mr Fankhauser would wish to apologise, but is prevented from doing so.

It's about the chain of responsibility, if he was lied to, someone else is at fault, he could be sorry but not responsible, there are always risks in life; the roof could have collapsed, he cannot be expected to check everything. Maybe they should have looked at the condition of the boiler themselves, it looked to be in a shocking condition.
