Johnson doesn’t have a good record as a minister, so that alone would/should stop anyone offering a post.

At the foreign office he was known to be lazy, failing to read his paperwork, and trying to bluff it, generally making an avoidable gaffe in the process.

He currently has a privileges committee inquiry hanging over him that could see him suspended. Better to wait until that is resolved before putting him in charge of anything.
