The London Olympics, the expansion of the congestion zone, starving out the pigeons from Trafalgar Square - when I read the papers, Ken Livingstone appears to have total control over what happens in London. Does he, or do the decisions he makes have to be agreed by a council?

The London Assembly comprises 25 members, all elected at the same time as the Mayor. The London Assembly examines the Mayor's activities, questioning him about his decisions. The Assembly is also able to investigate other issues of importance to Londoners, publish its findings and recommendations, and make proposals to the Mayor.

So he may well get questioned but it does sound as though he ultimately makes the decisions!
