embarrassment is my guess too - at the age of 17 I don't know what I would have done. At that age you don't necessarily have the self-confidence to call for the guard, or even run away.
I agree with jno, a vertically challenged slaphead with a juggler's hat on his lap is a bit of a surprise in a railway carriage ,and I suppose a sense of disbelief would have decended on the poor young woman, enough for her to sit there stunned and afraid to move.
I have been discussing this with my teenage daughter. She tells me that twice she has either moved seat or even got off the bus because she was uncomfortable.
