Rojash, no it isn't only those listed. But i'm too tired to explain how i know
Every chancellor I can remember over the last 40 years has anounced plans to clamp down on tax loopholes, tax avoidance and tax evasion, but the problem still remains. I think this will always be the case and the best any government can hope to do is prevent the situation getting worse.

But I am still not sure how the Treasury every calculates the figure. I can't see an explanation in Gromit's link. Does anyone have a link to a site that explains how the figure is worked out and what the main elements are?

The fact is that in the taxation business, the money is in devising avoidance schemes. The second class brains go into the Civil Service.
