Smoking fine is it fair?

Manchester city council has imposed an instant fine of �50 for dropping a cigarette butt at least you can sweep up a cigarette butt? So why not impose heavy fines for dropping chewing gum? It costs a lot of money to remove chewing gum is time consuming and looks unsightly.

I don't expect councils to have the resources to implement a fine for EVERY type of litter dropped. It would be great if they did but I'd guess that they need to target something that's socially acceptable to demonise (e.g. smoking) to keep it manageable.

Personally I'd fine people for even considering smoking, let alone littering the streets with their cigarette butts. In fact, capital punishment for them all!
