How not to prevent panic buying?

I'm afraid our beloved leader has dropped another cajone here! I guess he meant to try and stop the morons panic buying but in effect I fear it encouraged just that. Do you think this will have the intended effect of "By all means fill up but donl't go mad"?

It appears many garages do no filltheir tanks due to the costs so this will use all the cars as storage.
Nothing works as well to start panic buying as an official warning that there is ''no problem'' .
I remember an April fool joke in one of the 'Red Top' newspapers years back. It said that there was going to be a shortage of salt as the Siberian salt miners were going to strike. Within hours the supermarket shelves had been stripped of salt, some people were buying enough to last an average household 20 years !
