As we're not part of Schengen I presumed we still DID have controls on immigation (even if they don't work - in THEORY we have them). I suppose if he hasn't been here for long he's still just a tourist. But if he IS an immigrant, how does being French make it legal!? Please explain!!
Self-promotion!? Oh how our faith in human nature has departed us!
Also - if he's French, that wouldn't explain not talking. If I went to France and everyone spoke to me in French (quelle surprise!) and I couldn't understand a word - I'd speak English (or German for that matter) until someone found a translater. I realise it doesn't work so well for we native English speakers, but I'm just saying that being foreign doesn't make him a mute.

One way is to walk around town, dazed (ok, most do this already), and just wait until someone calls in the authorities. Then don't talk to anyone. Then draw your instrument of choice. Then go play a huge piece on it. Bingo. You're all over the press. Everyone wants to listen to you.
It may not have happened that way. But that would have been a great way to promote oneself.
Faith in human nature...I'm thinking of Aaron Barshak, Fathers for Justice, dozens of others. But in this case, you're right though, he may not be doing it to promote himself and may in fact be a raving nutter.
