Hi Mr Bib - I'm going to go ahead and assume you are referring to the West Street area of Brighton on a Saturday night. I would say that it would be a bit of a sweeping statement to say that problems are not being settled in the region, provided you agree that drunkenly thrown punches (and kebabs) followed by trips to a&e and the police station counts as "settling"... if not then I would suggest that the problems of the region are being exacerbated and therefore recreated due to a combination of cheap alcohol, antisocial teens with low educational levels and an inflated sense of entitlement come together to form an air of casual violence and mutual contempt.
