Why has the obvious not occurred to the parents of these kids?

how do you stop them eating junk food at other times, outside of home, at school, and so on.
Often the parents of obese children are themselves obese. They are hardly likely to set a good example to the kids when they are shoveling food into their own faces.

i agree don't give them pocket money, but i reckon that schools should be a starting point. Stop serving junk food, no fast food vans, outlets outside the school. Mind you going on some of the adult lardybottoms i see around
they are just passing on their bad habits to their children
Some of these kids will beg, borrow and steal to get the food they require. There's often a massive psychological element that needs to be addressed. And then by the time you've addressed it they're ridiculously large, and actually it's cheaper for the NHS for them to have bariatric surgery rather than deal with all the other health issues that will be caused by their obesity in the long run.

Obviously there's obviously some kids who just ate all the pies and don't really care. But off the top of my head I can think for four cases I'm aware of where there's shed loads of stuff going on beneath and one where the kid and the parents need to shape up. Obviously this is just a personal observation.
This country has changed it's eating habits in the last number of years. More people than ever are resorting to take away food, convenience packet foods, just look at the shelves in supermarkets, and what people stuff into their trolleys. It is up to them what they buy, their money etc, but much of this stuff is far more fattening than the fare that we ate as children.
I think the problem is that people don't have meals anymore they just eat when hungry and these are pop in the mouth things.
One of the first things I noticed when I came to France 30 years ago was you didn't see people eating in the street and they were very strict with their 3 meals a day. They are still quite strict with their 3 meals a day (2 hour lunch breaks) but now you do see people eating in the street. As a consequence the French are getting fatter especially the younger generation.

well, west coast of Scotland, you're not going to get much more than seaweed and cow juice, are you? As long as she has plenty of porridge for breakfast.
