£1 coins are a different matter as regards forging, I think you will find that £20 note are not so easy and I am sure modern ID cards although no one could say would be totally impossible to forge, they would be very difficult to do so.
I cannot see how persons moving around would cause difficulties, those eligible to register would still be able to no matter where they moved to, just take pass-ports for instance, anyone wishing to apply for one can do so, and are generally successful in gaining one providing they fit the criteria to be granted one.
Think of the benefits of national ID cards, for instance no more showing two different means of identification when applying for certain things, which can sometimes be difficult if one doesn't happen to have a latest energy bill or driving licence or passport etc etc.
