As a disinterested observer, football authorities are only there to make sure shirts are tucked in and socks pulled up, anything else interferes with their serene progress to self promotion and importance.

This does seem to be a problem in the old eastern bloc nations especially the Slavic ones. I would say the Uefa/Fifa should make an example of the Serbs and ban them initially for a couple of years and let them back in the hope that they would have put their house in order. Very sad that there are still those with outright Nazi levels of racism.
The Serbian FA got fined less in 2007 (Fans racist abuse and misconduct of their Under-21 players, in a game against England) than the Spaniards did in 2004, when just the fans abused Ashley Cole and Shaun Wright-Phillips. They'll never learn and they'll never change their attitude.

A ban from competition is unlikely. I think you'd need to have a few deaths (as at Heysel, say) for that to happen).
The problem being that it is extremely unlikely that it would do any good.
On the other hand Serbia has a poor record, so some sort of severe penalty is going to happen.
UEFA seem hotter on this sort of thing than FIFA. According to the report "the matter is with UEFA", so although it's a FIFA competition I think UEFA are bound to have a say, particularly as Serbia transgressed at the last Euro qualifying.
