I suppose if you do not believe in climate change, then you cannot believe in dishing out money for its effects. It seems rather a hard line stance to take just before an election and will probably lose hom a lot of votes. You must remember too, the criticism of President Bush for his lacklustre response to Hurricane Katrina. If you are rich enough, you do not live in areas prone to natural disasters.

If you consider the core values of right-wing thinking, MR's statement is absolutely correct. If the individual is the only legitimate unit in society, then using any kind of public aid to alleviate the effects of disasters is not acceptable. Taken to its logical conclusion, this line of thought sees death from starvation as the solution to famine. So dying from the effects of a hurricane , ditto - in both examples, the needy sufferer ceases to be needy and certainly won't be needy in the future.
The reaaly scary part is that many believe this is god's will. God would not allow people to be poor or die in hurricanes if it wasn't meant to be that way.

At the time he was trying to get the Republican's nomination - he was massively right wing - anti-federal government, trying to get Tea Party votes.

Now he's got the nomination he's trying to swing back to the middle ground and appear moderate.

What's his real agenda? - who knows but he's clearly driven by expediency and says what the key voters at the time want to hear.
