People are using 'public order offenses' things that are not a risk to public order but rather things that offend large portions of the public.
There have been a number of such cases and it's rather disingenuous.
Behaviour likely to cause harassment, alarm or distress is pretty much what this seems to be and is punishable by a level 3 fine.
I don't know enough details as to where he wore it or any other behaviour - but 8 months is excessive for just wearing a T shirt no matter what it says
