... I entirely agree with TheBaBas above.
Just one point - the NHS uses organs from "all over the UK" for patients "all over the UK" (a simplification, but basically correct). If there are now going to be a lot more Welsh organs available, will they be reserved for Welsh patients ???

I think it should definitely be an"opt out". As it stands, relatives can overrule someone who has "opted in" anyway. And from a friend's experience, even when everyone is in agreement, the person has to die within a certain amount of time for certain organs to be transplanted, so it's not a given, even then.
