How shall we stop this cheating or should we just accept it and let athletics become a chemistry competition?

There should be one competition for drug free athletes and another one where anything goes. It would be very interesting.
The idea that athletes compete equally is pretty ludicrous. Some will have access to better facilities, better trainers, and money from sponsorship. Some won't.

So give them all the drugs they want - and let's see who will be the first man to run 100km in under a second.
I believe that there are two disciplines in body building, one for ordinary performers and the other for cheats.

But I am not sure how it would work for athletics. The Olympics is what all the athletes want to take part in. All the other competitions, like World and European Championships pale into insignificance compared with the Olympics. Not sure how you would have two Olympics !
100 kilometers in under a second?!

Yup...I'd pay good money to see that.
If you were paying good money to watch an event that lasted under a second, SP - it would not be very good value for money! :)

'steam tugs'?

I know you've used 'Shermans' before to describe Americans, but 'steam tugs' as rhyming slang for 'drugs'?

Are you just making them up now?
