I think Leicester, but that's just because it's already got a lot going for it - and maybe this is the wrong way to think about it?

"Can anyone tell me how Sawnsea Bay have registered as 'City of Culture' 2017 when it isn't actually a City according to most information sites?"

So it's a "city region" then, which seems to encompass about half of south Wales. I can't see the cultural delights of Llanelli and Neath boosting its chances. And the unpronounceable place beginning with a "Y" apparantly boasts a miners' welfare hall which doubles as a cinema. I still reckon it will come joint last
sounds like a meaningless title anyway - no money, just the pious hope that sponsors will provide some (why should they?) and the BBC will stage Antiques Roadshow there. Plus, unlike the EU's cities of culture, there aren't that many to choose from; in a few years they'll have covered the lot.
