Gromit. You seem to have confused yourself. Earlier you posted a link from West Herts Hospitals. Their car parks are controlled by CP Plus which is a private parking company. Now you are quoting Westminster City Council parking; which is not a private parking company.
Also by copying and pasting from West Herts you have copied the quoted errors. CP Plus can NOT issue Penalty Charge Notices. As a private operator they can only issue Parking Charge Notices.
Hopefully if the Government does pursue and rule on this parking issue, it might also regulate the private parking sector; something which is long overdue.

My post about West Herts hospital parking scheme was in response to Octavian who claimed that a hospital parking scheme he/she was involved with went into profit after 6 weeks. If you had followed the link you would have seen the hospital trust made the statement in their annual parking revue. Any errors on who did or didn't issue the fines was theirs, but I suspect that would be clear if you read the link.
The Westminster figures were in response for costings for London parking profits. It shows that two thirds of the earnings were fines from illegal parkers.
