All of this could have been forseen. Looks like the FIFA members favoured the bribes they were getting over practicalities. Is it feasable to have this in the winter? ie basically disrupt the whole European scene for 2 years because selfish corrupt FIFA officials could not bring themselves to pick a feasable host?

FIFA are trying to promote football all over the World, not just Europe. Qatar put in a bid from the Middle East, an area that has not staged the World Cup before and had the money to do it.
I'm sure most English Premiership players would sooner spend January in Qatar rather than freezing England.

What ever happened to the original justification for this decision that the Qataris were going to build technologically advanced stadia with solar powered cooling systems that could be used in the summer

I think, like you, 3T, that FIFA officials were bribed to accept the Qatar bid. The notion of holding such an international event in summer was always farcical.
I do not doubt that such a tourney should be held in the ME, but better provision needs to be made to support the incoming fans. Better and preferably pre-existing stadia should be in place first, and due consideration given to the effect of such temperature extremes on the fans and players alike.
The notion that we should move the tourney to the winter and thus disrupt all pre-existing league structures is farcical and a tourney-saving attempt from the Qataris and a face-saving exercise from Blatter and his sycophantic hangers-on at FIFA.
