That's a bit strong. She had endangered the lives of several security/Police officers and was rampaging at random in a vehicle.
They had very limited options open to them.
They'd already tried to remove her at gunpoint from the car when she decided to make a dash for it and nearly run one of them over.
Her actions in that specific location only exacerbated matters, unfortunately.

I shudder to think what weapon James Ashley had in his hand when he was shot:

Mr. Whitehouse insisted that he bore no responsibility for the events that had occurred but when the Home Secretary, David Blunkett suggested that he resign, he did.//

As I said, to put this in context she had rammed the gates of the White House and attempted to bypass them.
She subsequently used the car to evade capture by officers, placing them in danger as she did so.
Those tasked with security at Capitol Hill reacted with restrain IMHO. They could have stopped her in a hail of gunfire at the first instance. Her subsequent actions left them with very little choice as to how to end the incident.
