Is it true that every American base established in Afghanistan follows a proposed American pipline into the country? i heard i wondered if it was true

I can't find reference to this on the impressively complete Urban Myths site at http://www.snopes.com/ which lists no less than 133 rumours about the Twin Towers/ Sepptember 11th/ Afghanistan - both true and false.
